Hazardous substances reported to the Office of State Fire Marshal are assigned a hazard rank based on the hazards identified in the Safety Data Sheet. The hazard rank and maximum amount of the hazardous substance as reported by the facility determines the hazardous substance possession fee (HSPF). The HSPF is based on the non-exempt hazardous substance reported in the highest maximum amount and highest hazard rank.
The hazard ranks and correlating hazard classifications are as follows:
(rank 1) Minimally Hazardous
(rank 2) Generally Hazardous
(rank 3) Very Hazardous
(rank 4) Registered Chemical
The criterion used to determine the hazard classifications are established in Oregon Administrative Rule (OAR) 837-090 - 1020.
