The Community Right to Know program is funded by the annual assessment of a hazardous substance possession fee. The fee is based on the hazardous substance in the highest aggregate amount. If that hazardous substance is exempt from the fee, it is based on the hazardous substance that is in the next highest amount.
There are multiple reasons a substance can be exempt from the fee. In Step 3, you are provided the opportunity to identify whether a hazardous substance qualifies to be fee exempt. We recommend clicking on the link "Mark all as no", then review each question to see if the exemption applies to the chemical you are reporting. If it is, mark yes.
