If you have not submitted your annual inventory report for last year, and you did store a reportable quantity for more than 24 hours at any point during the previous calendar year, you will be required to report the substances on your annual report. Once that report is completed, you can submit an update report to show when the substances fell below a reportable quantity following the steps provided below.
If however, you did not store a reportable quantity for more than 24 hours at any point during the previous calendar year, you can report the change on your annual report by following the steps provided below.
You will be required to submit an annual report each year for the next three years reporting that your facility is still below reportable quantities. Once three consecutive annual reports are received for below reportable quantities, your facility status will be changed to an inactive status, and you will no longer be required to submit an annual report.
Also, if at any point in the calendar year your inventory amounts increase to a reportable quantity, you are required to report the increase within 30 days as a substantive change.
Log into CHS Manager, and go to your Active Facility List. Select the facility you wish to submit a report for by clicking on the facility name link.
On the List Submissions screen, click on the "Add new Annual, Update, Revision" button.
Select the radial button next to the report class, then click the "Proceed" button at the bottom of the screen. Keep in mind you are required to submit an Annual report for each calendar year to be in compliance.
Scroll down to Step 1 and click the "Edit" button.
Verify that all the information on each of the three tabs is correct. Click the "Save" button on the bottom of each page to advance to the next tab.
Scroll to Step 2 and click the "Edit" button. Read the text to ensure that your facility meets the requirements. Mark the "Checkbox" and enter the date of when your facility no longer stored chemicals in a reportable quantity. Click the save button.
You will notice that your report has changed from having 7 required steps, to only 3 required steps now.
Scroll to Step 3, and click the "Submit Report" button.
Review the Fee Summary. Click the "Proceed With Report" button.
*Payment is not due at this time, the Oregon Department of Revenue will issue an invoice in November.
Certify the report. Click the "Submit" button.
Once this report is submitted, your facility status will change to "Active-Storing Chemicals Below Reportable Quantities."
